Quail Corners Redevelopment and Rezoning Survey of Park Quail Members

Please read the paragraph and information provided below.  After you have done this, please provide us with your opinion as to how we should proceed in the rezoning process for the redevelopment of Quail Corners.

Crosland Development Co. is proposing a major redevelopment/redesign of Quail Corners Shopping Center that would allow for the addition of a drive-thru fast food restaurant along Park Road in the approximate current location of Salsaritas.  Crosland has informed us this would either be a McDonalds or a Chick-Fil-A (owners of nearby Chick-Fil-A have stated Quail Corners is not their first choice for a new restaurant).  Once the zoning change is made, Crosland can put any fast food drive thru outlet they choose to at Quail Corners. Crosland has stated that without the additional leasing revenue from a fast-food drive thru restaurant, they will be unable to do the extensive remodel of the shopping center, but Crosland has NOT said they will cancel the remodel project all together.  As part of this rezoning/remodel, Harris Teeter wants to expand their square footage and remodel their store, which is a very successful location for the Harris Teeter Corp.  At a January 26th public hearing, Charlotte City Council members urged Crosland to work with the Park Quail Coalition to come up with a plan that was agreeable to both sides, several council members also expressed concerns for the problems a fast-food drive thru would create at Quail Corners.  According to franchise websites and traffic research studies, a McDonalds drive thru produces at a minimum additional 800 car trips per day.   In February, Crosland presented our coalition with three new plans that all included a fast food drive-thru restaurant, again stating that without that new revenue, they won’t be able to finance a fully extensive remodel.

The major concerns behind our opposition to the re-zoning petition are:  a substantial increase in traffic, danger to children who might cross Park Rd. from Quail Hollow Middle or Park Sharon AA, a neighborhood center becomes a busy commercial center, and we would see an increase in problems common with addition of fast-food establishments: higher crime, litter, and noise. This zoning change would also set precedent that could allow for similar fast-food and retail development of the Harris property directly across from Quail Corners. Our immediate area is not zoned for drive-thru restaurants.  This zoning change would alter the South District plan that has maintained our area as primarily residential.

Two successful Protest Petitions were filed with the City of Charlotte.  This means that Crosland would have to get 75 % or 9 YES votes from City Council to win the re-zoning approval.  The Park Quail coalition has been working diligently to reach out to our elected representatives, and feels there is a majority in our favor on the Charlotte City Council.

Crosland continues to voice their position that without a fast-food drive thru, they may not be able to afford a large scale renovation of Quail Corners.
