NC TAG # ZVF-2355 (white dealer log on drivers side rear hatch)

This vehicle was seen casing our community on 6-8-2010 around noon-1:00pm. Latin Male Driver, White Male passenger front seat, Black Male with Dreadlocks in rear seat. They were seen driving each street and circle street at a slow pace.

Officer Kitchens ran tag and it is registered to a Latin Male with a criminal history of theft and breaking/entering. (Long Rap Sheet)

We are to call 911 immediately if this vehicle is seen in our community!

Dear South Division Residents,

I sent out an email last week that I received from a Michigan Sheriff Deputy. Rather than re-type the whole email, I cut and pasted it into an email to you. I did this after verifying with our CMPD Bomb Squad that this is a very real danger to look out for. There are many videos on www.youtube.com that you can view after searching for “Soda Bottle Bombs”.

Since I sent this out, many people think that this is a hoax or SPAM. IT IS NOT. This has not happened in Charlotte, but I want to make sure that you are aware of it because it probably will happen sooner or later.

I have cut and pasted below the most important part of the email to help you protect yourself and your family.

A "Works" Bomb is Drain-o and Tin Foil, mixed together inside of a bottle.

The chemical reaction between the Drain-o and the Tin Foil makes a volatile build up of gases and subsequently detonates the bottle with a great amount of force. Once the detonation occurs, the chemical substance that is in the bottle is actually boiling liquid.
The amount of force that is generated at the time of the explosion is enough to severe fingers and also delivers 2nd and 3rd degree chemical burns to the victim. The chemicals can possibly cause blindness and the toxic fumes can be harmful.

**SAFETY**SAFETY**SAFETY***..........When you are out and about in your yards, please be mindful of these devices. If you’re picking up your morning paper, or mowing your grass, or if you let your children out to play; whatever your activities are, please use the following precautions.

1) If you find a soda bottle or any other bottles, examine it carefully before you touch it or get near it. If it shows signs of swelling, or melting in any way, DO NOT TOUCH IT! Call 911 and let us respond to take care of it.

2) If you find a soda bottle that has any liquid in it, DO NOT TOUCH IT! Call 911 and let us respond to check it / dispose of it.

I know that calling 911 for a soda bottle may sound silly or like a misuse of your Police protection but trust me, it is not. You do not want one of these devices detonating in your hand or your children's hands or in your pets face. We are here to incur the danger for you so that you are and your loved ones are not harmed. So please check your yard thoroughly before letting your children out to play and be mindful before you just deem that soda bottle as garbage and pick it up.

In closing, please educate your children on the dangers and consequences of making these devices. It has become popular with the youth in the past few years, to do this as a prank, but there have been some changes to the law. Not only could it be deadly to the maker or the victim, but making one these devices is called, "Possession of a Substance with Explosive Capabilities".

Meter equipment audit begins next week

Dear community partners,


As part of our efforts to enhance customer service, Charlotte-Mecklenburg Utilities has hired an independent contractor to perform an audit on water meter equipment that will begin next Wednesday, May 19. Vanguard Utility Service, Inc. will be auditing 9,000 residential customer meters countywide over the next seven weeks. Here are a few details we’d like to share about the project:


• This audit complements billing quality assurance processes already in place and will give us a good snapshot of how meter equipment is functioning in the field.


• The sites selected are meter reading routes that represent a cross-section of transmitter types, water consumption and geography.


• No action is required by customers, and the auditor will not need to enter homes. The auditor will perform an inspection at the meter box and will conduct a “flow test” by running water briefly from an outdoor spigot. This ensures the meter equipment is accurately measuring water use.


• Vanguard auditors will drive marked vehicles and will be wearing identification. (See photo.)


• Auditors will leave a door hanger with their findings. If they identify a problem, a Utilities crew will be dispatched to correct it as soon as possible. If the problem had affected the customer’s bill, it will be adjusted accordingly.

Quail Meadow Lane Burglaries

This is in the Quail Hollow Estates neighborhood (condos), please keep an eye out for your neighbors and report anything unusual to 911. I have noticed that the police have stepped up the patrol of this area!

 

On Monday, May 03, 2010 we had two residential burglaries on Quail Meadow Lane.

Officer responded to an alarm call at 1141 hours in the 7300 block of Quail Meadow Lane. As Officer approached the front door they noticed that someone had kicked the front door in. It appears that the alarm may have frightened the suspect(s) away.

Also on Monday, May 03, 2010 at approximately 1307 hours a burglary was reported in the 7300 block of Quail Meadow Lane. It appears the suspect(s) pried open a door and stole jewelry.

Please keep an eye out for anything suspicious and always call 911.

Retirement Homes Burglaries (4/11)

In the past week we have had several incidents where a suspect has tricked a tenant of a retirement home to gain entry into the restricted areas of the buildings. The way he has done this is to bring a potted plant or flower pretending to be a delivery man. He then waits near a secured door for a tenant to access the building. He approaches the tenant and says he is a delivery person making a flower or plant delivery. Once the naïve tenant allows him to gain access to the secured entry point, he throws the plant away in a linen closet or trash can. He then poses as building maintenance and starts knocking on resident’s doors. When the resident comes to the door, he says there is an emergency leak in the apartment above them and he needs to check their apartment. The tenants let him in. He goes to all the rooms in the apartment, steals wallets, cash, and credit cards, tells the tenants that their apartment is okay and then he leaves. He does this or attempts to do this to two or three other apartments, before leaving. The bad thing is that tenants aren’t realizing their property has been stolen until several days later.

We have different suspect descriptions, so we believe there may be 1 to 3 suspects working together. Here are the two we have been hearing:

1. Medium-dark skinned BM, approximately 50 years of age, clean cut with a mustache and a box style faded haircut. Thin built and 6’00”-6”2” tall.

2. Medium-dark skinned BM, approximately 30 years of age, clean cut, clean shaven, with a close-cut afro maybe ½ inch in length and bulk. Thin built and 5’09”-5’10” tall.

3. SUSPECT VEHICLE IS DESCRIBED AS A TAN 4 DOOR POSSIBLY A TOYOTA CAMRY….MAY BE USING RENTAL CARS….

If you run a retirement facility or have a loved one who stays at one please use these crime prevention tips:

• Always refer all delivery personnel to the front desk or where they must sign-in.

• Always lock all exterior doors, so that you can exit the building, but cannot enter.

• Ensure your video surveillance system is in good working order.

• If someone knocks on your door and claims to be maintenance, talk to them through the closed door and call maintenance to see if they’ve sent someone up to your apartment.

• Always lock your apartment, even if you’re just going to the cafeteria, or a friend’s room next door.

• Call 911 if you see anyone fitting the description on your property.

UPDATE: Below is a suspect in these cases caught on security surveillance using one of the victim’s credit cards. Please, call 911 if you see him around the area. Again, the repeat car description is a tan or champagne colored 4 door Toyota Camry.

Since his photo has been shown on the news, there have not been anymore crimes like this committed. Lets not let our guard down, he may just be lying low for awhile.

Car Break In Suspects (4/11/10)

Please keep an eye out for the following vehicle and suspects regarding Larceny from Auto’s (Car Break Ins). Diaz and Delgado posted bond over the weekend, and only Delgado is on Electronic Monitoring.

Suspect vehicle is a 2002 Honda Civic 2-door NC Tag ZSA8604, black with tinted windows and a loud aftermarket exhaust. Vehicle is registered to Delgado’s sister.

Delgado may be more active during the daytime due to his 6p-6a curfew.

If you see them in your neighborhoods, please call 911.

A witness got a partial tag but is not sure of the correct order, SA and a 1, or 7, and possibly a 6. UNCC SCAM (3/26)

One of our neighborhoods in Response Area One was hit by a scam artist this week pretending to be a student from UNCC. The suspect was a w/f, 20yrs, brown hair with gold highlights. She was very unkempt and erratic in her behavior. She was driving a small gold colored car. She presents herself as selling magazine subscriptions through UNCC and says that the proceeds will go to soldiers overseas. Part of the money that you donate will help her go on an educational trip to London. She insists on coming inside the house to fill out a receipt for your donation on the kitchen table.

This is a scam that has been going around Charlotte since 1996. Seeing they are in our area of South Division, please be mindful of the possibilities of fraud with door-to-door solicitors. I would not give any money to anyone going door-to-door unless it is a girl scout, boy scout, or little league player. Do not patronize the adult door to door sales people and they will go away and not come back next year (the majority are legit and just a nuisance).

Door to Door solicitors are not grounds for a 911 call unless they become violent or refuse to leave your property. That is the only time to call 911 for this activity.

We have been getting numerous 911 calls just for soliciting or because they were rude. Don’t call just because of that because you are wasting valuable police services.

ONLY CALL 911 IF YOU BELIEVE IT IS A SCAM SIMILAR TO THE ONE IN THIS EMAIL, THEY BECOME VIOLENT, OR REFUSE TO LEAVE YOUR PROPERTY.

1. DO NOT OPEN THE DOOR.
2. TELL THEM THROUGH THE CLOSED DOOR TO GO AWAY.
3. HAVE A MOBILE PHONE IN YOUR HAND AT THE DOOR.
4. CALL 911 IF THEY BECOME VIOLENT OR REFUSE TO LEAVE YOUR PROPERTY.

DOOR TO DOOR SOLICITORS (3/22)

It’s getting to that time of year when we see door-to-door solicitors for magazine sales and such picking up.

The people who have well-rehearsed sales pitch or let you see them for a long period of time, are not casing your property. 99% of home break-ins occur when the people are not at home. They do not want to be seen.

The guys you have to worry about are the ones who ring the doorbell or knock repeatedly and quickly walk off, if you speak to them through the door.

These solicitors with the sales pitch and don’t mind you looking at them are a nuisance, but they are not breaking any laws. The police cannot enforce “no soliciting” signs posted. If you don't want them coming back, simply don't open the door and tell them to leave through the closed door. If they refuse to leave, tell them through the door that you are calling 911. If they still refuse to leave, then do just that and call 911 for solicitors refusing to leave your property.

To keep them from coming back to your neighborhood, pass this information onto your neighbors. Please, tell them not to give the solicitors money to go away. Crazy, but some people do this, but when you do this, they will come back in numbers.

Vehicle Thefts (3/22)

Hello all,

In recent days we’ve had three Acura RSX Type S stolen from different apartment complexes in the response area. If you own this type of vehicle, please invest in some sort of steering wheel lock (the club), get a good alarm system, don’t store chauffer’s keys in the car, lock them, and park them in well-lit areas. I have attached a picture of what one looks like. They are all street-rod-type racing cars with modifications that have been stolen.

Tips for motorists:



It can be a stressful experience as a motorist to be stopped by a law enforcement officer and CMPD recognizes this fact. CMPD also recognizes that motorists want to be sure that they are in fact being stopped by a sworn law enforcement officer. There are some tips for motorists that can be used when being pulled over that can assist.

• Acknowledge that you as the motorist knows that a law enforcement officer is behind you and attempting to pull you over

o Reduce you traveling speed

o Turn on your emergency flashers

o Motorists who have the use of a cell phone may call 911 to verify that a law enforcement officer is attempting to stop you.

o Upon acknowledging that you are being stopped, you may proceed to a well lighted and/or populated area to stop such as a business park or shopping center.

• Once you have safely stopped for the officer, it is helpful as the motorist if you will turn on your vehicles interior lights, particularly at night

Training Information on Searches and Pat Downs


A. Investigative Detention

An officer may conduct a “pat down” search or what is more commonly known as a “Terry Frisk” without the consent of the person being searched based upon reasonable suspicion that the person may be armed and dangerous. An officer has to articulate specific observations and factual information present at the scene which would lead the officer to develop an opinion that the person may be armed and dangerous.

Legal authority is based upon the U.S. Supreme Court Case: Terry vs. Ohio 1968

Scope of the search: The officer may pat down, with their open hands, the outer clothing of the person being searched but is not allowed to go into the pockets, open coats, or manipulate the clothing of the person being searched.

B. Search Incident to Arrest

An officer, during a search incident to arrest, may conduct a more invasive search of a suspect in custody for reasons of safety and security for the officer, the person in custody, and the prison facility. Searches are conducted to stop the person in custody from concealing weapons, which may be used to injure or kill, and drugs or other illicit items which may be evidence of a crime or which may be a crime by it mere possession.

Legal authority is based upon the U.S. Supreme Court Case: Chimel vs. California 1969

Scope of the search: Officers of the Charlotte-Mecklenburg Police Department in an effort to preserve the dignity and respect for the citizens of the community will make every effort to have members of the same sex conduct searches incident to arrest of persons in custody. However in cases where no member of the same sex is available to conduct a search incident arrest of a person, the officer will have another officer present while the search is being conducted and or have the search documented on their Mobile Video Recorder.

C. An officer may always ask for consent to conduct a search


Online Crime Reporting System is Live (12/15/09)

Citizens can access the system through CMPD.org and can submit reports in English or Spanish. Crime Reporting Unit (CRU) personnel can access the system through the Portal under Applications?Field Operations to review submitted reports. Citizens will have the option of printing a temporary report upon submission and will receive an e-mail with a temporary report number within 5 minutes of filing a report.

CRU will review the report within 72 hours. If CRU accepts the report, citizens will receive the complaint number in an email. Once the report has been assigned to an officer in KBCOPS, citizens will receive the Official CMPD Report which will include the name and phone number of the officer assigned.

We had several vehicle break in reports over the weekend at several different apartment complexes. When we see a trend like this starting, everyone needs to take extra precautions by removing valuables from their cars at night and locking their car doors.

Items to remove:

Laptops

Firearms

Spare change

Purses or anything that looks like a purse such as a lunch bag or diaper bag

CD’s

DVD’s

Cigarettes

Clothing

Charger cords for electronics

ANYTHING THAT IS NOT A STOCK OPTION….
